2nd Common Security and Defence Policy Orientation (CSDP) Seminar with a focus on EU- ASEAN relations
Two representatives from each ASEAN Member State representing Navy, Defence or Foreign Affairs attended the 2nd CSDP for ASEAN. The event was organised by the European Security and Defence College (ESDC), which is part of the European External Action Service with the view promote a better understanding of the role of the EU as a security provider in the world. The event, attended also by EU MS diplomats or defence officials was a good opportunity to exchange views on security and defence related issues, address concerns and common challenges in an open and mutually enriching atmosphere. ASEAN and EU, as the two major regional integration initiatives in the world, have much in common. They share values and principles and have developed strong cooperation in a variety of areas. Increasingly, this cooperation is encompassing the area of Security and Defence. The Seminar has created a good platform for deepening further the already existing cooperation and explore possibilities for practical cooperation in Security and Defence in the future.
AIPR Seminar on Preventive Diplomacy and Mediation in the framework of ARF
Yogyakarta, Indonesia, 29 November 2015. The first ever meeting of the ASEAN Institute for Peace and Reconciliation (AIPR) in the framework of the ASEAN Regional Forum (ARF) was held on the eve and in preparation of the 2nd ARF Training on Preventive Diplomacy and Mediation, co-chaired by Indonesia and the EU. The Seminar on Preventive Diplomacy and Mediation for AIPR was attended by representatives of AIPR Advisory Board and Governing Council.
ASEAN Regional Forum (ARF) Training on Preventive Diplomacy and Mediation
Yogyakarta, Indonesia, 30 November 2015. The 2nd edition of the ASEAN Regional Forum (ARF) Training on Preventive Diplomacy and Mediation. The three-day event co-chaired by the EU and Indonesia, as part of the ARF Workplan on Preventive Diplomacy, brought together 60 officials from ARF members. Following the successful first ever training workshop on mediation and preventive diplomacy which took place a year ago in Brunei, this event underlines the transition of the ARF process from the confidence building stage to the preventive diplomacy.

H.E Francisco Fontan visit to ASEAN Member States
In January 2016, H.E. Francisco Fontan paid courtesy calls to Lao high ranking officials in charge of ASEAN matters. During his three days visit in Vientiane, Ambassador Fontan Pardo accompanied by the EU resident Head of Delegation Michel Goffin and the Deputy Head of the EU Mission to ASEAN Basil Constantinescu met with HE Vice Minister of Foreign Affairs Alounkeo Kittikhoun, ASEAN Senior Officials Meeting (SOM) Leader of Laos, Director Generals of ASEAN, Economic Affairs and Treaties and Law Departments of Lao Ministry of Foreign Affairs and Director General in Ministry of Transportation as well as other high ranking officials to reaffirm EU commitment to support the region as well as Laos’ ASEAN Chairmanship.

In November, the EU Ambassador to ASEAN paid courtesy calls to Singapore high ranking officials in charge of ASEAN matters, including Mr Gerard Ho Wei Hon, Director-General ASEAN Directorate MFA.
In December 2015, HE Francisco Fontan paid courtesy calls to Philippines high ranking officials in charge of ASEAN matters; including the Vice Minister of Foreign Affairs, Mr. Evan P. Garcia. Discussions focused on EU-ASEAN relations, regional developments and the regional security challenges. A particular attention was paid to the upcoming Chairmanship of the Philippines in 2017 when ASEAN will celebrate its 50 anniversary and 40 years since the formalisation of its relations with the EU.
In the margin of these meetings, HE Francisco Fontan attended the ASEAN Institute for Peace and Reconciliation (AIPR) Symposium on the Plight of Women and Children in Conflict Situations, Tagaytay City, 7-9 December 2015.
Ten years of peace in Aceh
Ten years ago, the government of Indonesia and the Free Aceh Movement (GAM) signed the Helsinki Memorandum of Understanding (MoU). Actively supporting peace, stability and reconstruction processes in Aceh, H.E Francisco Fontan, Ambassador of the EU Mission to ASEAN, and H.E Vincent Guerend, EU Ambassador to Indonesia, attended the international conference on the 10th anniversary of the MoU on Nov. 13 and 14.
