ARISE Plus: the enhanced ASEAN Regional Integration Support programme by the EU

Jakarta, 2 February 2016. After several months of consultation, the formulation of ARISE Plus was presented to the JPDT (Joint Programme Design Team) composed by the Thai Mission to ASEAN, relevant Chairs of ASEAN Working Groups (14 sectoral bodies), 4 ASEC Directors and EU officials from Jakarta/Bangkok/Brussels.

ARISE Plus is a 4-year programme to support regional economic integration. The programme foresees support for trade facilitation, standards and conformance, customs and transport facilitation, IPR, civil aviation, statistics, monitoring, and capacity building. It is fully aligned with the ASEAN Economic Community Blueprint 2025.

ARISE Plus comes under the Focal Sector 1 of the EU-ASEAN cooperation programme 2014-2020. A tentative allocation of 41M EUR was discussed to cover regional level interventions. The complementary country-level interventions for Cambodia, Laos, Myanmar, Vietnam, Philippines and Indonesia will be formulated later.

The meeting praised the 4 on-going EU-funded regional economic support programmes (ARISE, COMPASS, ECAP III and AATIP – trade facilitation, statistics & monitoring, IPR and civil aviation). Their outcomes are well known and appreciated by the ASEAN, who shown strong interest to continue support in these areas.
